An Environmental Impact Assessment is needed to determine the likely effects and consequences to the local area should a solar farm be granted planning permission in Preston.
Determining the extent of issues to be considered in the assessment is the purpose of a scoping report. The applicant can ask the local planning authority for its opinion on what information needs to be included (a scoping opinion). An Environmental Statement on these issues will then accompany any planning application for permission to go ahead with the solar farm.
