THE PROPOSAL by the Paull Village Hall Committee to erect a wind turbine to reduce the energy costs of the new centre has been opposed by planning officers at the East Riding Council. A report will go before the Eastern Area Planning Sub-Committee on the 4th February on the application by the Village Hall – officers have recommended that planning permission be refused.
The Village Hall Committee has estimated that the costs of power for the new Village Hall will be approximately £1,500 per year. The wind turbine would greatly reduce those costs and help ensure the new community centre’s sustainability.
The report going before the County Hall Sub-Committee recommends refusal on several grounds:
- The 15m high turbine (20.5m at the tip) would detract from the Paull Conservation Area as it would fail to preserve the character or appearance of the area. The wind turbine would be larger than the grade II listed Paull Lighthouse which planners say should be the natural focal point of the village.
- The turbine would affect the capacity of the Air Defence RADAR at Staxton Wold (nearly 54 miles away) to provide a full air surveillance service. The turbine could lead to a ‘desensitisation’ of defence RADAR possibly leading to ‘false aircraft returns’.
- The turbine is too close to the public highway on Main Street, Paull.
- It would have adverse impacts on neighbouring properties as a result of the noise generated by the turbine.
84 letters were received supporting the application, the majority of which came as a result of a campaign from the Village Hall Committee, and there were two letters of objection.
The planning application and the officers report will be considered at the Sub-Committee meeting at the County Hall, Beverley on Monday 4th February 2013 at 2pm. The meeting will be open to the public.

Paull Parish Council should be praised for this innovative idea. Other councils take heed!
ERC should be ashamed by such a backward planning decision.

East Riding council objecting to green ideas that will save money in the long run!! but it’s okay because the residents that voted FOR it will have to pay towards the running of the hall through their council tax bills instead :s
The council should actually find out what the villagers want! oh wait they already have with 84 letters of support for the project ( which look to have been ignored!!!)
