EAST RIDING COUNCIL’s Transport Policy Team is currently developing it’s Third Local Transport Plan (LTP3), which will come into effect in April 2011. It will be a 15 year strategic plan designed to improve the transport network, incorporating measures affecting all modes of transport.

The LTP3 will take into account the Government’s priorities, including its programme of public spending cuts. As a result, the new over-arching transport goals for the new plan will be:

  • Support economic growth
  • Reduce carbon emissions
  • Improve road safety
  • Improve accessibility

The plan will take into account the fact that residents may have specific difficulties in accessing the transport network and other local services due to lack of public transport services or poor walking and cycling infrastructure.

It will be interesting to see how much from the existing Second Local Transport Plan LTP2, particularly the Holderness Area Action Plan (view/download from Box.Net) will be maintained in the new LTP3. This existing plan sets out various measures for implementation in Hedon and Preston, including those to deter parking on footways, to install new road crossing schemes and install additional cycle facilities.

A full draft copy of the LTP3 is expected to be available on the council’s website between 1st December 2010 and 12th January 2011 to allow for public comments. In the meanwhile details of the Second Transport Plan LTP2 are available to view now on the council’s website.
