FORMAL DEBATE on the proposal to construct the Humber International Enterprise Park on the Hedon Haven reach the final stages next week. A pre-planning committee presentation will take place Monday 15 March and the Planning Committee on Thursday 18 March. Both start at 2 pm and will be remote access meetings. Both meetings will be streamed live on the East Riding of Yorkshire Council YouTube channel.

The pre-planning event was requested by local Ward Councillor and Planning Committee member Sue Steel. The event takes place on Zoom in front of Planning Committee members. It will see the applicant Associated British Ports get a 30-minute opportunity to present the case for development. Objectors will get the same time in response.

One of the key documents that each presentation will draw from is the planning officers’ 131-page Committee Report which is available on the council’s website planning portal. The report recommends deferring approval until the application complies with necessary regulations. It also recommends a referral to the Secretary of State. The potential to deliver over 5000sqm of main town centre uses in an-out-of-centre location warrants such a move. The Secretary of State has the power to “call in” a planning application. An inquiry by the Planning Inspectorate would result.

Whilst the direction of travel seems to favour the approval of this planning application, the involvement of the Secretary of State could dictate a longer journey ahead.

Find out more about the planning application at the East Riding Publc Access website and search for reference: 18/04071/STPLFE.

Who is the Secretary of State? Robert Jenrick MP appointed Secretary of State for Housing, Communities and Local Government on 24 July 2019.
