New Hall planning application – Holiday lets

THE RED-BRICKED “NEW HALL” on the corner of Fletchergate and Sheriff Highway, a Grade II listed building, is the subject of planning applications to turn an outbuilding into five holiday lets.

This would seem to be an appropriate use for such an old and historic building considering the potential for Hedon to become more of a tourist destination. Apparently the upkeep of the building has cost the current owner an estimated £300,000 over the last 12 years – so holiday lets will generate a useful sustainable income whilst maintaining the character of the building.

The applications to convert the building are currently being considered by the East Riding Council.

Proposed Wind Turbines on Staithes Road, Saltend – Preston Meeting

PRESTON PARISH COUNCIL is holding a public event for village residents to see the proposed plans for the construction of two 55 metre high wind turbines (with a maximum tip-height of 85m) on land West Of the Limes Farm, Staithes Road, Saltend, Preston (South).

The proposed site location is to the North of the Yorkshire Water Waste Water Treatment Works – which already has one operational wind turbine.

Wiltshire-based Countryside Solutions, who are making the application, say that they have considered all the likely impacts of the development on the local landscape, including noise and the effects of the shadow-flicker from the rotating blades.

However, residents will be able to make their own minds up at the event on Tuesday 7th June 2011 which starts at 7pm at the Preston Community Hall.

Hot food take away application withdrawn

THE PROPOSAL to use the former New Dawn Florists at 16 Market Place, Hedon as a hot food takeaway has been withdrawn.

Mr Peter Ashcroft, Head of Planning and Development for the East Riding Council has written to interested parties today to inform them of the withdrawal of the controversial application.

Noise and smells?

THE PLANNING APPLICATION to open a new hot food take-away in Hedon Market Place, presumed to be a Chinese, has run into some serious objections.

As well as significant opposition from Hedon Town Council who object on the grounds of:

  • inadequate parking and servicing
  • noises and disturbances
  • disturbances from smells
  • affects on the Hedon conservation area
  • traffic generation

The East Riding Council’s own Environmental Health Officer (EHO), Jonathan Smith, has also recommended refusal of the planning application. The EHO is concerned that odours and noise from the kitchen, which would be channelled through to the rear of the building via an external flue, would affect nearby residential properties.

“On the basis of the potential to create odour and noise I feel that there is sufficient concern that this proposal would lead to a loss of residential amenity for occupiers of nearby residential property and therefore I would wish to recommend refusal of the application.”

Whilst this in itself does not mean that Council planners will refuse the application – it could still be accepted with an agreement to improve the flue extraction system being proposed – it does seem a big obstacle to the current proposal.

Hot food take-away proposal sparks controversy

“DO WE REALLY NEED ANOTHER TAKE-AWAY IN HEDON?” This is the question asked by commentators on the Hedon Blog (and Facebook Page) following publication of the planning application from Chi Chow to get permission to change the use of a former florists in the Market Place to a hot food take-away.

  • “We have 2 Pizza/Burger takeaways, a Fish and Chip Shop, an Indian takeaway and a Chinese takeaway. I think we are well catered for in the hot food department!” argues Sarah.
  • Gary says “We should support the takeaways we already have especially in the current climate when business’s already struggle to stay open.”
  • Mike comments: “I think this would be a big mistake if it gets passed, the shop will be closed all day only opening at 5:00, a prime retail location will be shut all day how sad considering we already have umpteen food outlets in Hedon”
  • “What concerns me is that dark corner, where the shop is situated, and what people a late night takeaway attracts …how many times do we see the windows of the current chinese put through?!!! I wonder how many drunken fights will occure?” fears Carol
  • “Unfortunately Hedon is selling out and killing any ‘unique’ quality it had/has….soon there will nothing left of its past” states Sydell.

The application to obtain planning permission is currently open for public comments. Anyone can object, support or comment on a planning application. Those who are aware of specific local conditions and problems can highlight these before the application is considered.

New Hot Food take-away in Hedon Market Place?

HEDON MARKET PLACE could be the location for a new hot food take-away subject to the proposal obtaining planning permission…

A planning application has been submitted to the East Riding Council to change the premises currently the New Dawn Florist from a shop unit to a hot food take-away.

The new take-away at 16, Market Place would sit between delicatessen Taste and printers Greenprint. The Council have already previously approved a planning application for a potential change-of-use from retail shop unit to a restaurant at the nearby premises currently previously occupied by Greenprint (see comment below).

The applicants argue that a take away facility within Hedon will mean people will not have to travel considerable distances to other towns and villages to other take away shops.

The planning application is due to be discussed by the Hedon Town Councillors on Thursday 13th January.

Preston affordable homes plan would irreversibly change area

EAST RIDING COUNCIL proposals to build new homes in Manor Road, Preston, look set to be kicked out at a Planning Committee meeting at County Hall, Beverley on Monday.

the council, is to be discussed by the Eastern Area Planning Sub-Committee on Monday 14th June. Council officers are recommending that the scheme is refused on the grounds that the development would “irreversibly change the character of the street scene and the area in general”.

Council officers in their report (3mb, PDF, page 200) to be submitted to the meeting on Monday have accepted that there is a need to provide affordable housing in Preston and that 20 new homes would contribute to that need. However, they consider that the proposed site is not suitable for the scale of the development being proposed. And in this instance “the need to provide affordable housing is not sufficient to outweigh the detrimental harm caused to the rural character and appearence of the street scene”.

Over 200 letters of objection  to the scheme have been received by the council from local residents concerned about the scale of the development and its impact on local services and the environment. Many of these objectors are expected to attend the meeting on Monday.
