FOLLOWING an East Riding Planning Committee meeting held last month – at which council officers had recommended that the marquee at Haven Arms be refused planning consent – then the pub has been allowed to keep the marquee for the next three years.
The pub had put in a planning application to retain the marquee building for a period of five years. But planning officers recommended that permission be refused on the grounds that the site is located on the ancient medieval town of Hedon in the area of the medieval Hedon Haven. Officers also objected that a marquee was harmful to the Hedon Haven Conservation Area. Other objections included that noise from some functions in the marquee had caused a nuisance to neighbours.

However, despite the officers recommendations, councillors on the Eastern Area Planning Sub-Committee agreed to approve planning permission for the retention of the marquee “as it provides a much-needed facility which meets a community need and will result in economic benefit”. Activities taking place in the marquee have to close at 12 o’clock midnight.
The planning system can be a long, laborious and messy process at times. Council officers have a duty to point out all aspects of an application. However, ultimately it is the elected councillors who have to make the decisions based upon planning and other expert advice.
